MariaDB failed upgrade from 10.4.12 GA to 10.4.13 GA

First, tried to do a clean install of mariadb 10.4.13 windows 10 64bit, failed. I had uninstalled MariaDB 10.4.12 to do the new installation. This failed. I get to the screen that notes, Please wait while the Setup Wizard installs MariaDB 10.4 (64). Under it, the status states running mysql_install_db.exe. Then the status flips to rolling back action. Nothing on the system, not even an error log. It states on the last screen, MariaDB 10.4 (x64) setup wizard ended prematurely because of an error. Your system has not been modified. To install this program at a later time, run the setup wizard again. Click the Finish button to exit the setup wizard.

So, I cleaned my system (used CCleaner, cleaned the system, and the DLLs) and installed mariadb 10.4.12 GA, then tried to install mariadb 10.4.13 ga win-64. This time I get to the following screen, the service "MariaDB" (MariaDB) failed to start. Verify that you have sufficient privileges to start services. It gives you the option to retry or cancel.

My user has full admin rights on my laptop.

Please let me know what to do, this is hampering learners that use MariaDB to learn.
