dbForge cannot connect to Mariadb

Hi, Qualification...I'm a novice just starting out looking at databases. I am not a programmer.

I have a new laptop with Windows 10 Pro, 64-bit operating system, x64-based processor (if that helps), I have not made any modifications to the standard issue laptop as purchased.

I have downloaded MariaDB (version 10.6.5). MariaDB loaded to the following directory: C:\Program Files\MariaDB 10.6

I have MariaDB running through command prompt and have the test database running. MariaDB [b3test]>

I have downloaded dbForge Studio 2020 for MySQL Professional Edition (version 9.0.791). dbForge loaded to the following directory: C:\Program Files\Devart\dbForge Studio for MySQL

I have dbForge running.

When I try to connect dbForge to MariaDB through the "Database", "New Connection" the following error is presented:

Can't connect to MySQL server on 'localhost' (10061): No connection could be made because the target machine actively refused it 127.0.0.1:3306

Would anyone know how to fix the issue.

Any direction would be greatly appreciated.
