Can't install MariaDB 10.5.8 on Windows 2012R2

When I try to install MariaDB 10.5.8 on a Windows 2012R2 box as administrator, I get a dialog box with this message:

There is a problem with this Windows Installer package. A DLL required for this install to complete could not be run. Contact your support personnel or package vendor.

This happens on two separate Windows 2012R2 boxes. They are Versioin 6.3 (Build 9600)

Any advice on how to resolve this?

I'd guess you're missing the C runtime, or UCRT libraries. They are preinstalled on Windows 10 and corresponding server versions , but not on 8.1/2012R2 , although I believe that was a "recommended" update for downlevel Windows.

They can't be found in form of Microsoft KB updates, e.g here https://support.microsoft.com/en-us/topic/update-for-universal-c-runtime-in-windows-c0514201-7fe6-95a3-b0a5-287930f3560c
